Languages will become a statutory requirement of the National Curriculum at Key Stage 2 from 2011. In order to fulfill this entitlement, schools will be required to introduce languages progressively by year group from September 2011, starting with Year 3.

The knowledge, skills and understanding that children need to acquire in languages should be situated within the area of learning entitled Understanding English, communication and languages. This will enable teachers and pupils to exploit the links between English and the chosen language(s).

Independent Review of the Primary Curriculum: Final Report

These materials are designed to provide guidance and advice to Primary literacy and Primary language advisers and consultants on the links between language learning and literacy and the mutually supportive skills of first and additional language learning.

The diagram on page 4 of Developing language in the primary school has at its centre the language learner and shows the many different elements that impact upon the progress children make in their language learning. Language is a tool for communication comprising speaking, listening, reading and writing and learning a new language enables children to gain insight into their own life and that of others around the world. The materials can be downloaded in sections as needed.
